MAUNGAWHAU TIHI BOARDWALK
Stellar Projects worked with Tūpuna Maunga Authority, Isthmus Group ltd, Chester Consultants Ltd. and HEB Construction to upgrade the tihi walkway around the crater at Maungawhau (Mt Eden).
The new boardwalk protects the sacred maunga from visitors allowing the archaeological and geological features to be preserved for future generations to enjoy.
Maungawhau receives over 1.2 million visitors per year and is a favourite for Aucklanders and locals alike. We are proud to have worked on this and are excited to see it featured in the following:
PUKETOROMIRO PA WALKWAY
Construction of Puketoromiro Pa Walkway located in Kopurererua Valley has recently been completed and will soon be open for the public to enjoy.
Stellar Projects was engaged by Tauranga City Council to complete a design and carry out construction monitoring for this walkway which consists of approximately 120m of no-dig boxed steps, 70m of aggregate path and 10m of low boardwalk which cross over historic defensive ditches, accentuating the features of the Pa site.
This historic place was once inhabited by the people of Ngai Tamarawaho, and as an archaeological site, required sensitive design, with no digging allowed during construction. The resulting design made for expedient archaeological approval and Resource Consent application. The summit of the walkway offers great views over ecologically diverse wetlands.
SELWYN RESERVE PLAYGROUND
This heavily used playground was identified by Auckland Council as worthy of renewal and upgrading. The Stellar Projects landscape team were commissioned to provide the two concept designs for this play space in Mission Bay.
Providing great play value, protection of the adjacent notable Norfolk Pines, Mission Buildings and the adjacent open space, whilst referencing the long history of Maori and European occupation of the site, were the main design criteria. The chosen concept includes a small lighthouse tower, waves, a and timber structure referencing the Okahu Bay breakwater and Matariki constellation lighting.

WATERCARE ENTERPRISE MODEL
Stellar Projects worked with Watercare to procure two Construction Delivery Partners to deliver a collaborative, sustainable, safe and cost effective programme of works for the delivery of water and wastewater infrastructure for Auckland, valued at $2.4 billion over ten years, known as the Enterprise Model.
The key aim of the Enterprise Model Agreement, within the upgrade and expansion of the network of pipes, pump stations and treatment plants, is to realise Watercare’s 40:20:20 vision, which is to:
• Reduce carbon in construction by 40% by 2024,
• Reduce the cost to deliver the infrastructure programme by 20% by 2024, and
• Improve the health, safety and wellbeing of all people involved in delivering the infrastructure by 20% year on year.
Stellar Projects and Watercare worked in agile teams to deliver a single-stage open tender, with a three-stage evaluation process using quality-based methodology. This different way of approaching procurement was seen as being bold and innovative, in a bid to challenge the construction industry.
Whilst still in its early days of delivery, the Enterprise Model has already seen the benefits of a shortened procurement period, great engagement from the industry in their response to the contract opportunity, and the development of more collaborative ways of working and engaging with Watercare and its partners.
BROWNS BAY SKATE PARK
Stellar Projects was engaged by Auckland Council to manage the improvements to the beachfront skate park at Browns Bay.
As part of their engagement, Stellar Projects provided design review, site improvements, and construction administration for an extension to the existing skate park which included a new ledge and quarter pipe. In addition, the existing facility received a light polish to bring back a smoother concrete surface and the entire skate park was also rejuvenated with a fresh coat of paint.
The Contractor, Hunter Civil Ltd, took great care throughout construction and the finished product looks like new. Overall the outcome is excellent for the Browns Bay community who will be able to enjoy the improvements for many years to come.
Design & Construction
Stellar Projects was appointed for the design and construction monitoring of a pedestrian bridge alongside Purangi Road near Cooks Beach in the Coromandel.
This provides safe access across the ford for pedestrians walking between Maramatotara Bay and Shakespeare Cliff Scenic and Historic Reserve and is an impressive 18metres long x 1.2 metres wide.
The project included detailed design, consenting, construction monitoring and project management and involved pre-fabrication of the structure offsite by Kier Landscaping.
STELLA EVERED MEMORIAL PARK
The Stella Evered Memorial Park Trust is situated on the foreshore of Cooks Bay in the Hahei district overlooking Cooks Beach, Coromandel.
Stellar Projects designed a 5m high viewing platform to gain views over Cooks Bay at the historic site where Captain Cook first arrived in New Zealand 250 years ago and placed a flagpole. The viewing platform is 6 metres square with two flights of stairs wrapping around two sides of the square platform structure.
We are proud to be apart of this project and very excited to see it finished and in use!
Stellar Projects was engaged by Auckland Council to design new shared path connections, and associated services, at Tahapa Reserve in Meadowbank, Auckland. The new shared path connections will link the streets around Tahapa Reserve into the proposed Glen Innes to Tamaki Drive shared path and the wider community. The development also includes a new playground, lighting, landscaping and planting. Stellar Projects’ input covered the full lifecycle of the project from investigation and stakeholder consultation through design, consenting and construction management.
This project provided some challenges during construction including management of a contaminated site and the uncovering of a midden. After the completion of an archaeological assessment from CFG Heritage and receiving blessing from Ngāti Whātua Ōrākei the works were able to continue and the project was opened to the public just in time to be enjoyed over the 2019/2020 Christmas break.
By working together, Auckland Council, Stellar Projects and HEB Construction have ensured the project outcome provides the Meadowbank community with a great new facility and an invigorated Tahapa Reserve.
The Stellar Projects design team project managed the construction of a kilometre long, shared use coastal pathway linking Stonedon Drive to Ti Rakau Drive, through Stonedon Drive Esplanade Reserve. The concrete pathway with two timber bridges, meanders along the southern bank of Pakuranga Creek and crosses over the mangroves. The main glulam bridge spans 17m across the central channel and has 80m of timber boardwalk bridging the reserve, with views of Pakuranga Creek.
Stellar Projects designed and delivered 750m of new walking track through Lyford Reserve on the North Shore in collaboration with Nasey Contractors who undertook the construction. In addition to providing a scenic access way for the general public, the track is used by local Sunnynook Primary School for cross country running, outdoor environment classes and walking school buses. The new track merges onto an existing smaller track traversing one end of the reserve and contains bridge sections fabricated from the equivalent of 391,000 items of soft plastic. The project was conducted in conjunction with a weed removal initiative whereby over 50 pine and wattle trees were removed and replaced with some 1500 native species, planted by the local community.
Endangered Species Pond
Stellar Projects was engaged by Auckland Council Community Facilities to resolve water level issues for the Threatened Native Plants Pond at the Auckland Botanic Gardens and to do so sustainably. Prior to our involvement, the pond regularly needed to be topped up with tap water to counter evaporation from the pond. Additionally, there was a leak within the existing weir structure, spilling on to the surrounding footpaths and creating a slip hazard to visitors.
Our design directs roof runoff from surrounding buildings into a 25,000-litre stormwater tank, with capacity to accommodate additional rainwater runoff from the roofs of proposed new buildings. From the tank, the pond is replenished via an automated system, triggered by a water level gauge. Tank construction and weir repairs were undertaken with care to minimise the impact on pond vegetation, ensuring the amenity wasn’t compromised by the works, and vitally, that any rare plant species on the margins of the pond were not further threatened.
This development consists of 19 units in Grey Lynn, Auckland, varying in size from studios to a five bedroom dwelling. It also includes a shared garden, courtyard, laundry and common room. Cohousing projects are designed, built and lived in by people who plan to be long-term residents and this fosters a sense of community responsibility. Stellar Projects are currently undertaking the Bank Quantity Surveying services, Client Quantity Surveying services as well as acting as Engineer to the Contract on this innovative alternative housing model.
Deep Creek Reserve Torbay
Toilet Block, Carpark & Sports Fields
Stellar Projects undertook full scope professional services through the construction phase of a new car park, toilet and sports field upgrade to provide a comprehensive sports facility at Deep Creek Reserve for Auckland Council on behalf of the residents of Torbay. This entailed investigations and design of the car park, drainage and toilet facility, in addition to design management and coordination of the sports fields and lighting. We also provided consenting, quantity surveying and MSQA services to deliver the entire project.
The previous sports field did not have drainage and was known to become saturated, nor was there lighting, toilets or car parking for users of the facility. The field has now been upgraded with a sand-base, natural grass and full lighting to enable use all year round.
The site provided numerous challenges, the most significant being that Deep Creek Reserve is a closed landfill and therefore any unwanted materials would be costly to dispose of. To avoid unnecessary waste, the excavated topsoil was tested and approved for reuse at the dog park in the lower section. Also, overland flow which previously caused flooding of neighbouring private properties, was successfully addressed by conveyance via a series of bioswales and culverts to a nearby creek.
High St Pilot Project
The High Street Pilot Project is working towards a more accessible High Street that works better for people.
Stellar Projects has been working with Auckland Council, Heart of the City and the High Street community facilitating the co-design and evaluation process that has seen businesses, residents, property owners and users help shape changes to trial in the street.
The project aims to make High Street a place where:
- people walking, riding bicycles, and using other mobility equipment can move more freely
- vehicle access is maintained for those that need to be there (e.g. deliveries, servicing to homes and businesses) and those with mobility requirements
- people can experience a vibrant environment, a great place to do business, and a unique place to call home.
During the lifecycle of this pilot, the distribution of street space has evolved to prioritise people, operations and street functions.
This improvement was recognised in June 2020 at the national Golden Foot Walking Awards where the project won the Placemaking Award recognising innovation and best practice.
Kauri Dieback Programme
Walking Track Upgrades
Stellar Project’s parks design team has been contracted by Auckland Council to support its work to upgrade tracks to prevent the spread of disease as part of their Kauri dieback management programme.

The project is a new housing complex consisting of 41 self-contained bedroom units and a community Manaaki building. The construction of this Papakāinga housing development facility is well underway and completion is estimated early 2021.
Mt Eden Toilet Block
Stellar Projects undertook the tendering, construction management and contract administration for the new toilet block on Maungawhau (Mt Eden), including design of the civil components and obtaining building consent. The Tūpuna Maunga Authority and Auckland Council requested that a new temporary/removable toilet block be constructed, with minimal excavation of the site given the significant cultural value of the Maunga. Our innovative design provided an entire toilet block which can be easily removed, with the option to reinstate the grass bank.
Stellar Projects collaborated with LTD Architectural Design Studio and Vertigo Professional Services to design a container toilet block, and to limit the extent of excavation, our design incorporated concrete foundation pads and a steel structure to house two 20-foot containers, decking and framing. Further, due to limited wastewater connection points on the Maunga, a wastewater pump station was integrated into the design. This is only partially buried to also minimise excavation, while remaining hidden from view below the decking.
Walking Track Upgrades
Stellar Projects is working with Auckland Council Regional Parks and Biosecurity to upgrade the walking tracks across the Auckland region, including Omanawanui Track in the Waitakere Ranges. This track forms a spectacular part of the Hillary Trail along the northern mouth of the Manukau Harbour from Huia to Whatipu.
The upgrades involve improving safety and rerouting where needed to protect the future of our forests and native species and is part of the work programme to combat kauri dieback.

Our planning team obtained non-notified subdivision consent for a 68-lot greenfield subdivision on unserviced land re-zoned under the Unitary Plan for residential development.
Subject to a subdivision variation control, lots of 2,500 square metres were required for unserviced sites. Working in conjunction with Airey Consultants Ltd, we were able to provide an offsite wastewater disposal system and utilise existing streams onsite for stormwater management. As a result, Auckland Council approved 800 square metre sites across the development, substantially increasing the overall yield. Other resolved issues related to stream reclamation, provision of new public roading and extensive re-landscaping

Stellar Projects is proud to have been involved in such an iconic makeover, with our team providing quantity surveying services on the project.
The judges commented ‘The structural strengthening of this project has been well integrated and the approach to the refurbishment was sensitive in its revelation of a fabric that included both heritage and contemporary elements. The programme is excellent in the manner in which it generously opens the building up to the community.
15 The Glebe, Howick

This low-rise apartment in Howick, designed by Herbst Maxcey Metropolitan Architects, was consented non-notified in December 2017. Quantity Surveying Work
The development of Wynyard Quarter is one of the largest urban regenerations in New Zealand. It’s great to see all the new facilities, parks and connections opening up for us to enjoy.
Stellar Projects quantity surveying and construction management teams have assisted Auckland Transport in delivering key components including Halsey Street, Gaunt Street and Gaunt Street West works.
Our quantity surveying team was Peer Reviewer for the The Dominion Road upgrade project consisting of works over 4.4km including intersection upgrades, widening and narrowing of existing pavements and footpaths, stormwater upgrade and undergrounding of utility services.
In conjunction with this upgrade, the cycleways project provides safer alternative routes for cyclists via existing roads to the east and west of Dominion Road.
120 MONUMENT ROAD, CLEVEDON
23 Lot Residential Subdivision Development
Stellar Projects, in collaboration with Airey Consultants, obtained non-notified resource consent under the Auckland Unitary Plan for a 23-lot subdivision in the new Clevedon Precinct.
Expansion in the Clevedon area relies on the future construction of a reticulated wastewater network service to the village, which is currently a few years away. However, with the design of an innovative interim wastewater solution, we were able to secure consent for the first subdivision within the Precinct. Consequently, our client can proceed with marketing and sale of the properties, ahead of the infrastructure rollout.
The Fort Street area has been transformed into an attractive destination as part of both the City Centre Masterplan and the CBD streetscapes upgrade programme.
Auckland Council enlisted Stellar Projects to manage the project completion and closeout of the engineering and civil works.

This Ponsonby project in Westwood Terrace provides a high quality residential development which maximises the development potential of the site.
Our planning team was involved in obtaining the combined resource and subdivision consent for the project. Consent was obtained as a non-complying activity for increased density and site coverage infringements, maximising yield for the developer.
Modulus is a multi building apartment development with the main building being 8 levels. The development consists of 63 apartments housed within two towers and three standalone terrace units, located right in the heart of Takapuna, one of North Shore’s most exclusive suburbs.
Our planning team obtained consents for this architecturally designed apartment block.
