The new boardwalk protects the sacred maunga from visitors allowing the archaeological and geological features to be preserved for future generations to enjoy.
Maungawhau receives over 1.2 million visitors per year and is a favourite for Aucklanders and locals alike. We are proud to have worked on this and are excited to see it featured in the following:
Construction of Puketoromiro Pa Walkway located in Kopurererua Valley has recently been completed and will soon be open for the public to enjoy.
Stellar Projects was engaged by Tauranga City Council to complete a design and carry out construction monitoring for this walkway which consists of approximately 120m of no-dig boxed steps, 70m of aggregate path and 10m of low boardwalk which cross over historic defensive ditches, accentuating the features of the Pa site.
This historic place was once inhabited by the people of Ngai Tamarawaho, and as an archaeological site, required sensitive design, with no digging allowed during construction. The resulting design made for expedient archaeological approval and Resource Consent application. The summit of the walkway offers great views over ecologically diverse wetlands.

WATERCARE ENTERPRISE MODEL
WATERCARE ENTERPRISE MODEL
Infrastructure
Stellar Projects worked with Watercare to procure two Construction Delivery Partners to deliver a collaborative, sustainable, safe and cost effective programme of works for the delivery of water and wastewater infrastructure for Auckland, valued at $2.4 billion over ten years, known as the Enterprise Model.
The key aim of the Enterprise Model Agreement, within the upgrade and expansion of the network of pipes, pump stations and treatment plants, is to realise Watercare’s 40:20:20 vision, which is to:
• Reduce carbon in construction by 40% by 2024,
• Reduce the cost to deliver the infrastructure programme by 20% by 2024, and
• Improve the health, safety and wellbeing of all people involved in delivering the infrastructure by 20% year on year.
Stellar Projects and Watercare worked in agile teams to deliver a single-stage open tender, with a three-stage evaluation process using quality-based methodology. This different way of approaching procurement was seen as being bold and innovative, in a bid to challenge the construction industry.
Whilst still in its early days of delivery, the Enterprise Model has already seen the benefits of a shortened procurement period, great engagement from the industry in their response to the contract opportunity, and the development of more collaborative ways of working and engaging with Watercare and its partners.

Stellar Projects was engaged by Auckland Council to design new shared path connections, and associated services, at Tahapa Reserve in Meadowbank, Auckland. The new shared path connections will link the streets around Tahapa Reserve into the proposed Glen Innes to Tamaki Drive shared path and the wider community. The development also includes a new playground, lighting, landscaping and planting. Stellar Projects’ input covered the full lifecycle of the project from investigation and stakeholder consultation through design, consenting and construction management.
This project provided some challenges during construction including management of a contaminated site and the uncovering of a midden. After the completion of an archaeological assessment from CFG Heritage and receiving blessing from Ngāti Whātua Ōrākei the works were able to continue and the project was opened to the public just in time to be enjoyed over the 2019/2020 Christmas break.
By working together, Auckland Council, Stellar Projects and HEB Construction have ensured the project outcome provides the Meadowbank community with a great new facility and an invigorated Tahapa Reserve.

The new track merges onto an existing smaller track traversing one end of the reserve and contains bridge sections fabricated from the equivalent of 391,000 items of soft plastic. The project was conducted in conjunction with a weed removal initiative whereby over 50 pine and wattle trees were removed and replaced with some 1500 native species, planted by the local community.

Endangered Species Pond
Botanic Gardens
Botanic Gardens
Endangered Species Pond
Stellar Projects was engaged by Auckland Council Community Facilities to resolve water level issues for the Threatened Native Plants Pond at the Auckland Botanic Gardens and to do so sustainably. Prior to our involvement, the pond regularly needed to be topped up with tap water to counter evaporation from the pond. Additionally, there was a leak within the existing weir structure, spilling on to the surrounding footpaths and creating a slip hazard to visitors.
Our design directs roof runoff from surrounding buildings into a 25,000-litre stormwater tank, with capacity to accommodate additional rainwater runoff from the roofs of proposed new buildings. From the tank, the pond is replenished via an automated system, triggered by a water level gauge. Tank construction and weir repairs were undertaken with care to minimise the impact on pond vegetation, ensuring the amenity wasn’t compromised by the works, and vitally, that any rare plant species on the margins of the pond were not further threatened.

Deep Creek Reserve Torbay
Deep Creek Reserve Torbay
Toilet Block, Carpark & Sports Fields
The High Street Pilot Project is working towards a more accessible High Street that works better for people.
Stellar Projects undertook full scope professional services through the construction phase of a new car park, toilet and sports field upgrade to provide a comprehensive sports facility at Deep Creek Reserve for Auckland Council on behalf of the residents of Torbay. This entailed investigations and design of the car park, drainage and toilet facility, in addition to design management and coordination of the sports fields and lighting. We also provided consenting, quantity surveying and MSQA services to deliver the entire project.
The previous sports field did not have drainage and was known to become saturated, nor was there lighting, toilets or car parking for users of the facility. The field has now been upgraded with a sand-base, natural grass and full lighting to enable use all year round.
The site provided numerous challenges, the most significant being that Deep Creek Reserve is a closed landfill and therefore any unwanted materials would be costly to dispose of. To avoid unnecessary waste, the excavated topsoil was tested and approved for reuse at the dog park in the lower section. Also, overland flow which previously caused flooding of neighbouring private properties, was successfully addressed by conveyance via a series of bioswales and culverts to a nearby creek.

Mt Eden Toilet Block
Public Infrastructure
Stellar Projects undertook the tendering, construction management and contract administration for the new toilet block on Maungawhau (Mt Eden), including design of the civil components and obtaining building consent. The Tūpuna Maunga Authority and Auckland Council requested that a new temporary/removable toilet block be constructed, with minimal excavation of the site given the significant cultural value of the Maunga. Our innovative design provided an entire toilet block which can be easily removed, with the option to reinstate the grass bank.
Stellar Projects collaborated with LTD Architectural Design Studio and Vertigo Professional Services to design a container toilet block, and to limit the extent of excavation, our design incorporated concrete foundation pads and a steel structure to house two 20-foot containers, decking and framing. Further, due to limited wastewater connection points on the Maunga, a wastewater pump station was integrated into the design. This is only partially buried to also minimise excavation, while remaining hidden from view below the decking.
